Pacific Harbor Line, Inc. (PHL) provides rail transportation, maintenance and dispatching services to both Ports of Long Beach and Los Angeles, which together form top intermodal gateways in the United States. Through its inception, PHL’s mission has been to offer neutral services to all its business partners: two ports, two Class I railroads, nine intermodal terminals and numerous carload customers. PHL connects with BNSF and UP.

We have developed an international reputation as the leading rail operator for both ports Los Angeles and Long Beach, which are the two largest and busiest container ports in the United States. Since its inception, PHL’s mission has been to offer quality neutral service to all its partners: ports, Class I railroads, multiple marine terminals and numerous carload customers. Our primary business is an intermodal containerized traffic. In addition, PHL handles more than 35,000 carload freight units annually for traditional manifest traffic. PHL offers intra-plant, intra-terminal, and inter-terminal switching; car storage; unit train movement; and intermodal car repositioning. It dispatches all PHL, BNSF and UP trains within San Pedro Bay Port Complex and serves nine on-dock intermodal terminals.

History

PHL was created to unify operations in the San Pedro Bay Port Complex. In the mid-1980s, container traffic at both the Port of Los Angeles (POLA) and the Port of Long Beach (POLB) grew exponentially and the ports looked for more efficient solutions. By early 1990s, the ports’ solution was to create a neutral entity that would act in the best interests of all parties involved and alleviate inefficiencies in service for both ports, Class I railroads, marine terminals and carload customers. In 1995, the ports selected Anacostia Rail Holdings over several other bidders. PHL began operations at the end of 1997 by taking over the APL and Evergreen terminals at POLA. Full operations at POLA began in February 1998, and at POLB in August 1998.
